THE NATURE AND PURPOSE OF A GRAND JURY REPORT

The Pennsylvania Grand Jury reported atrocities which cause us great sorrow and shame.  However, we must remember that a grand jury investigation is not tested by cross-examination.  It possesses investigative and accusatory power but does not have the power to determine guilt or innocence.  It decides if there is probable cause to prosecute someone for a felony crime.  The court decides innocence or guilt. Everyone deserves his/her day in court and the right to defend oneself.
